The RCSC appointed Craig Brown to fill a vacancy on the board.  The members voted him off the board in 2010.  He was responsible for the demise of the legal committee.  He led the quorum increase that ended membership meetings.  This is a slap in the members' faces.  Because of Brown we have to take the quorum issue to court.  He should step down.

Subject: The RCSC appointed Craig Brown to the board.  The members kept him from getting re-elected in 2010.  He stopped the legal committee and then raised the quorum for membership meetings which is causing us to head to court for relief.  He raised the quorum when the members had quorums protesting the increase in the PIF from $2,500 to $3,000 in a bad real estate market and also the raising of the quorum!  Attend the membership meeting on January 26, at 9 a.m. at Sundial Auditorium to protest that and their other actions that put the homeowners at risk of litigation. Subject: RCSC dishonoring long-term contracts.  The RCSC is protesting a 14-percent increase in utility rates (which we do as well) yet increased assessments of over 100 percent on Sun City's pioneers!  They should practice what they preach.  Protest at ACC hearing Oct 7, 10 a.m., Sundial Auditorium.  Also, attend sundial monument dedication at 8:30 a.m. the same morning.  The Sun City Formula Registry requested petitions to save it which halted its immediate demolition.  We thank the RCSC for listening to the members.

FAQ 

Is The Daily News-Sun covering Anne Randall Stewart and The Sun City Formula Registry fairly?

Yes, from our perspective.  Of course, The Daily News-Sun must report what our detractors say, but we expect that.  Whenever one deals in opinion, the room divides.  Freedom of speech is the cornerstone of democracy.  The more opinions the better.  Sun City needs to have all opinions aired before allowing a volunteer layman board of nine (actually five since majority rules) to "tax and spend" with our security on the line.  Most Sun Citians live on pensions and social security.  We need accountability over folks handling millions of dollars.  Otherwise, greed can thrive in a cold corporate environment.  We often hear from people with those tendencies, "If you don't like it, move."  That's a litmus test in our book for targeting the culprits for increased scrunity.

Subject: The RCSC used their corporate newspaper, website, email, and bulletin boards in an atempt to discredit and humiliate Anne Randall Stewart by name.  She stands by her reports and will carry on.  She calls on members to attend meetings so they can tell who to believe.  At the meeting on May 26, the board will unanimously approve abolishing the "Morning After" notes to keep the members in the dark until the following month when the board votes to approve the minutes.  Annereport.com will publish their version instead.  Without board approval.   Attend Membership/Board meeting May 26 9 a.m. at Sundial Auditorium.  Be a witness to the further erosion of membership power.

In response to our criticism that the RCSC has not convened the Legal Committee and, in closed session, created bylaws and board policies that negatively impact the members, i.e., 100% assessment increases, membership meeting quorum increases to 1250, etc., THEY HAVE OFFICIALLY CLOSED THE LEGAL COMMITTEE!!!

Instead, they are establishing the new GOVERNMENT AFFAIRS COMMITTEE!

They are going to monitor the bills down at the Arizona legislature so that they can continue to NOT OBEY THE PLANNED COMMUNITIES ACT REGULATIONS while they get the "common area" property tax breaks that are given to planned communities.

THEY WANT IT BOTH WAYS! 

They don't want open meetings, open records, and a recall with a thousands signatures, etc.

Contact the board and tell them you are against this change. "KEEP THE LEGAL COMMITTEE!" "Start discussing changes to the bylaws and board policies in open meetings!"

The RCSC Board of directors are strangling the members. They are totally emasculating the members. They now have given themselves the ability to charge the members whatever they want WITHOUT LIMIT and the MEMBERS CANNOT STOP THEM.

The board is voting to accomplish these bylaws changes at the next board meeting.

At the RCSC Long Range Planning meeting, to obfuscate the facts and to "calm down the members," it was decided not to target Oakmont by "name," but to open up the discussion to INCLUDE ALL OF THE REC CENTERS for the "chopping block" discussion.  March 25, 9 a.m., all day, the managers will be guiding the committee through ALL of the centers to determine "usage" for possible closure.  BUT THERE'S WAY MORE TO THE STORY!  Read The Anne Report below!  It's too much information to include in the newspapers' "Letters" page.

"'Saving Sundial Monument' in Limbo" by Anne Randall Stewart, Spokesperson for The Sun City Formula Registry

Subject: Without an open meeting, the RCSC board "voted" to repair the Sundial Monument instead of demolish the Del Webb icon.  That is a victory for the Members.  However, we must hold off on our celebration.  Without a public vote, board decisions are not official.  Our petition drive isn't over yet.  Stand by until the board's decision is official.  No demolition can proceed while there is a request for a petition for membership action through a Membership Vote.  See PRESS RELEASE BELOW.

"Save the Sundial Monument" Speech

 

2/17/11:

"Sundial Monument rust a ruse" by Anne Randall Stewart, Spokesperson for The Sun City Formula Registry

Subject: Without discussion in an open meeting, the RCSC board had a press release that because of rust on the Sundial Monument it will be removed, citing an engineering report that it is "unsafe".  We found that to not be the case; the steel frame is not any rustier than the new steel found at a construction site.  The steel is still good.  The Sundial Monument is a historic landmark and namesake for the Sundial Rec Center.  It is an icon and necessary for the branding of Sun City.  The Del Webb history is important to perpetuate "Our Retirement Dream Come True".  After this letter was circulated, and others generated from member outrage, the board released a second notice that backed off saying they don't have enough information to tear it down and is requesting "input".  We don't trust them.  Leave the Sundial Monument where it is and take care of it.  And start having open meetings so we don't upset the membership.

"Judge denies country club claim"  Sun City Independent, February 16, 2011; Front Page and Page 7, by Rusty Bradshaw

  
Subject: The Union Hills homeowners fought back in court and won to protect their property rights to keep the Union Hills golf course a golf course according to the golf course covenants.  Their victory is a victory for all golf course adjoining property owners.  With the recent attempt to turn Quail Run into a dog park, the RCSC was watching this case with interest.  First a dog park, then condo development with $5,000/unit fees from the builder, $3,000 PIF/unit from the owners every time the deed changes hands, and a $432-per-unit annual assessment.  Ka-ching!  Ka-ching!  And Sun City will no longer be what Del Webb donated to us: "Our Retirement Dream Come True".  Instead of homes on or near a golf course, there would be high-density housing like every other community surrouunding Sun City.  
 
 
 
We thank the Union Hills homeowners for their courage in the face of expensive litigation.  We're sure the elderly living there on Social Security were scared out of their wits.  Shame on the Union Hills Country Club for tormenting them with a lawsuit which looked to us to be a coercive tactic to get them to sign off to allow condo development.  SHAME.

Subject: RCSC is paying people to use our facilities for free!  In a January 14 Memo from Jan Ek, employees can use the rec centers for free, including golf.  Even part-timers can play golf for $2 which is less than what the members pay.  The members are not being treated as well as outsiders.  Start attending membership meetings until we reach 1250 quorum.  Attend regularly every quarter.  Next meeting January 27 at 9am Sundial Auditorium.

Subject: Using the legal system, the board tried to coerce a 340-percent increase in assessments from the lake front property owners.  THEY FAILED!!!  HOORAY!!!  We believe the board members who attempted these legal shenanigans should reimburse the RCSC members for the attorneys' fees paid by both parties...

However, AFTER THE ELECTION OUTCOME, Director Phil Cook resigned so that the board can appoint someone to take his place.  Is he being a "team player" by resigning?  Will the board have the "gall to install" Craig Brown thereby OVERRIDING the will of the people?

The country club is coercing the adjoining golf course property owners to sign away their deed restrictions so that they can open up the golf course for condo development.  If they get away with it, we fear the RCSC will follow suit.  Remember when they tried to close Quail Run but came across the deed restrictions that prevented it?  If the money grubbers can start dense development, Sun City will never be the same quiet golf course community it has been for 50 years, where everybody lives on or near a golf course.

he appointment was Carey Shore, same as Brown.  Both voted to increase the PIF to $3,000 after membership quorums showed up to protest.  Both voted to increase the quorum for membership meetings against state statute so that the members can't ever have a quorum again!  Shore equals Brown, so, Brown wins and Sun City loses!

Subject: A Charter School (K-8) has sneaked into the building across the street from the new Fairway Rec Center.  The kids can cross the street and do their homework in the new Public Library there and wait for their parents to pick them up after work.  Also, the school districts are looking for revenue and having a school in our district can give them an excuse to bring us into the school tax base.  If you are against having a school in Sin City's district, attend the protest rally at Sundial Auditorium, Wed. July 21, at 1pm.  Your government representatives, both county and state, will be there to feel your outrage.

Subject: Rebuttal to critic Robert Wheeler's letter against SCFR.  Wheeler in uninformed.  The Registry faces apathy which is a "soothing state of mind.  Dangerous, but soothing, like dope."  Addresses charge that the Registry is trying to change Sun City by giving examples of the sweeping changes this board has done to remove membership power.  The Registry merely wants to restore that power to the members.

Subject: The board increased the membership meeting quorum from 100 to 3500, ending membership meetings. A petition drive ensued to remove the power of the board to write bylaws or board policies without membership approval.  A bylaw was then written to reduce the time from six month to three to get 3600 signatures and forbidding petition or flyer circulation on RCSC property.  These changes doom to failure any effort to have a successful petition drive.  Now, the board is trying to cover its tracks by "re-addressing" the quorum issue that stirred up all the trouble in the first place.  They should re-address all of their actions like increasing the PIF to $3000 and removing the rights of CCW permit holders rights to self-protection.

Subject: The Sun City Formula Registry rejects the recall petition {Petition P-03] that the RCSC approved because Vance Coleman's name wasn't included and changed the start date from March 29 to Oct 1 when the homeowners return from summer hiatus.  SCFR's request for the board to stop the recall by rescinding their past actions that interfered with membership action was ignored.  The RCSC increased the quorum for membership meetings to 3600, decreased the deadline for petition circulation from six months to three, closed the facilities to petition and flyer circulation and debating the issues in the Sun Views.  Petitions P-01 and P-02 that will amend the articles to remove board power to recall board members and write bylaws and board policies without a membership vote of ratification is continuing at the dog park, daily Noon-2p.

UPDATE 4/6/2010: 
On March 29, 2010, Noel Kasper rejected Petition P-03 to recall the board as to "form and timing."  He requested Vance Coleman be added and that the recall start on Oct. 1st.  The reason for the recall is the board's thwarting of "the action of Members" which is guaranteed by the RCSC Articles of Incorporation to prevail in a dispute between the Members and the board as to the bylaws, etc.  Contrary to the best interests of the Members, the board increased the Membership meeting quorum to 3600, decreased the deadline for petition circulation from six months to three, refused access to the facilities for petition and flyer circulation, and refused debate of the issues in the Sun Views.

Subject: Gives the history of events regarding the petition drive.  Also, explains the reasons for rejecting the recall petition [Petition P-03] and the intent to proceed on Oct. 1st when the homeowners return.  The RCSC board has written bylaws and board policies that have removed the ability for the Members to act which is contrary to the RCSC Articles of Incorporation.  They guarantee that in a dispute between the Members and the board over the bylaws, etc., "the action of the Members shall prevail."

Subject: On January 6, 2010, Noel Kasper and Anne Randall Stewart received approval of the petition language for petitions that will bring to a Membership vote revisions to the RCSC Articles of Incorporation.  The final copies of the petitions and the flyer were sent for approval or revisions.  Once those are approved, the board will set the petition numbers and the start date.  In 90 days, 4,000 signatures must be collected for the petitions to bring about a vote.

Subject: The RCSC board voted to raise assessments from $300 to $1000 on Viewpoint Lake homeowners who, consequently, filed suit over it.  The RCSC board claimed a 30-year old agreement was "unenforceable," but the judge said it was.  The RCSC lost and the agreement stands.  The board vacations in July and will decide whether or not to appeal in August when they return.  Their modus operandi is to keep appealing until the homeowners run out of money to fight them.  This method has been very effective in the past and intimidates homeowners from challenging them in the future.

Subject: The RCSC board voted unanimously to remove board member Ann Ullman.  The Sun City Formula Registry opposes the removal.  Ms. Ullman is the sole dissenting vote on the board and as such should be allowed to remain and represent her dissenting positions.  The RCSC articles of incorporation allows 6 board members to remove the other 3 if in its opinion they are incapable of performing their duties.  For a decade the SCFR has warned the membership of the danger of this article to control dissenting views through the oppression by threat of recall by the two-thirds vote.  SCFR urges the membership to join in protest and vote to change this article.  If the board wishes to recall a board member, it MUST be brought to a vote of the membership.

Subject: RCSC board wants gutters on Willowcreek costing $435,000.  Stewart wants Pacific Aquascape to be able to bid on the project to keep Willowcreek Del Webb quality.  She fears they will be shut out by specs calling for a gutter which they don't do.  If they are, Stewart calls for recall of board members and dismissal of employees in support of it.
UPDATE: Pacific Aquascape was shut out of bidding.  On Monday, at the 4/6/09 board meeting, Tom Beckwith delivered a PA bid for $203,000 or $308,000 depending on the length, which was immediately rejected.
So, Willowcreek will get a gutter instead of a water feature and it will be done by Alliance, a first-time contractor, with no identifiers on their trucks at the construction site.

UPDATE 3/25/09:
Allegedly, there was a settlement check for $4.3 million, which was not confirmed or denied by the RCSC board.  Allegedly, the repairs to the Sundial roof came in at $4.5 million, and there was an additional $1 million spent on upgrades without a membership vote.  The board is "hush-hush" because they claim "sanctions" will be levied against them by Cincinnati Insurance if the amount received became "public."
